CCSD Announces Ambitious Five-Year Strategic Plan

Five-Year Strategic Plan - The Destination District

The Clark County School District (CCSD) Board of School Trustees approved a new strategic plan, The Destination District. 

“This plan is CCSD’s five-year commitment to transforming our schools into supportive, safe places where learning sparks joy and students are prepared to build a home, a life, and a future,” said Superintendent Jhone Ebert. 

The Destination District is built on the voices of our community,” Ebert said. “We are thankful that approximately 50,000 students, parents, educators, industry leaders, and community members weighed in on their top priorities for our students.”

It is important to note that the Strategic Plan is CCSD’s "North Star," defining the District’s long-term vision and high-level goals. The specific "how" will be developed through CCSD’s implementation plan.

One of the most ambitious goals in the plan would ensure every student graduates with a "Marketable Asset" — whether that’s college credits, industry credentials, a military pathway, or a durable skills portfolio — so they feel confident stepping into their future.

“The Board of School Trustees asked the Superintendent to co-design a plan with the community that transforms our schools and elevates our national reputation,” said   Board of School Trustees President Emily Stevens. “We appreciate that this plan is rooted in shared priorities of keeping students at the center, valuing our people, building community and trust, and creating clarity and momentum.”

By 2031, CCSD will ensure every student is supported, safe, and equipped to thrive in a changing world by focusing on three priorities:

Priority 1: Academic Excellence - Students achieve academically so that they can succeed today and adapt for tomorrow. 

  • We are focusing on high-quality instruction in every classroom and implementing consistent grading policies. 
  • By meeting the needs of our diverse learners and safely piloting AI and other innovative, more engaging ways to learn, such as project-based learning, we are empowering students to think critically and thrive.

Priority 2: Career-connected Learning and Durable Skills - Students graduate with durable skills, a clear path forward, and the credentials needed to enter their chosen field. 

  • We expect that every graduate will leave us with durable skills such as financial literacy, critical thinking, and creative problem-solving, as outlined in the Portrait of a Nevada Learner. 
  • Graduates will also have a "Marketable Asset" — whether that’s college credits, industry credentials, or a military pathway — so they can step into their future with confidence.

Priority 3: Safe and Supportive Schools - Schools are joyful places where every student is known, valued, connected, and ready to thrive.

  • We will set and enforce consistent behavior standards to ensure fairness and accountability. 
  • We want our students to feel a sense of belonging by participating in meaningful activities that help them explore their dreams and talents. 
  • We will help them build relationships with one another and give students the chance to build structured, professional relationships with adults on campus, providing them with more support and guidance.

CCSD has established forward-thinking goals that go beyond traditional strategic metrics. CCSD is committed to ensuring that every student who earns a diploma also holds a “Marketable Asset.” This reflects a direct response to community feedback: families and businesses want graduates to leave our schools with practical, real-world tools and skills.

“Every CCSD graduate will earn and leave with an asset - be it college credits, a certification, or a durable skills portfolio - is among the most visionary goals in the nation,” Ebert said. “In order to achieve this ambitious vision, our community will need to come together. By partnering with our families and businesses, we can ensure our students enter the world confident that they are prepared to succeed.”

As this plan is implemented, CCSD will maintain transparent accountability by:

  • Providing regular updates to the School Board and the public,
  • Maintaining a transparent data dashboard for the community, and 
  • Remaining flexible enough to adjust strategies where needed. 

Additionally, progress will be tracked and reported across student groups (including economically disadvantaged students, multilingual learners, foster youth, military-connected youth, children with disabilities, and major racial/ethnic groups) to support the growth of every student.
